Over the years, it has become clear that infrastructural development, more so the construction and rehabilitation of roads, is expensive. There have been numerous cases of stalled construction projects due to cash crunches in Kenya. According to the National Assembly Budget Committee, 3 infrastructural projects worth up to 9 trillion Kenyan shillings have stalled due to contractors' delayed payment and inability to complete the projects, mainly due to underquoting (Seboru, 2021). Gravel, a highly used material in road construction, has faced significant shortages in the recent past, which has led to an increase in pricing (Thuita, 2019). With the high costs of muchneeded materials such as cement, gravel, and bitumen, it is crucial to use locally available materials and less costly materials that can suffice for other pavement and earthwork layers to save money and prevent stalling of these road construction projects, which end up being even more costly to the nation
